After operating for years without local sanction, New York City recently gave its stamp of approval to two drug outreach initiatives – one in Harlem and the other in Washington Heights – that had been offering a safe site for illegal drug consumption. Kailin See, senior director of programs for the non-profit overseeing the operations, explains how the initiative works and why they think it’s a net positive for society.
