Site Supervisor – Winnebago

Position Summary

This position is responsible for supervising services on our mobile health unit – Winnebago – while providing an array of street-based harm reduction services to people actively using drugs, including injection drug users (IDUs), sex workers, and people living with HIV/AIDS and/or Hepatitis C.  The Winnebago provides no barrier care to our most vulnerable participants including harm reduction supplies, public injection diversion, respite, harm reduction education, case management, and motivational clinical care. The Site Supervisor is responsible for supervising Winnebago staff, ensuring there is a calm flow of participants accessing services and that services are rendered in a timely fashion. The Site Supervisor is also responsible for ensuring that all elements of Winnebago programming are executed safely and effectively.

This position at OnPoint is NOT office based. Services are rendered from a street-based outreach mobile unit stationed in neighborhoods of high need. This individual must be comfortable providing services on a mobile outreach unit, in public spaces such as parks and under bridges during all weather conditions.

Pay Rate: Hourly: $28.85 – $30.22
Pay Rate: Annual: $52,500 – $55,000

Hours Per Week: 35 hours a week/Monday – Sunday

Responsibilities

Staff Supervision

  • Lead team of 4+ staff
  • Model proper participant engagement and outreach for other staff, peers and volunteers. Provide guidance, mentorship, and leadership to the team.
  • Provide constructive and affirming coaching in the moment to build front line staff skill sets and improve service delivery
  • Lead Shift Kick Off Meetings – provide staff with an orientation to the activities of the day, assign stations, and delegate tasks
  • Ensure all staff meetings are properly documented in accordance with HR Policies and contractual obligations
  • Issue verbal warnings when necessary and document according to HR policy
  • Elevate disciplinary issues that are not solved by verbal warnings to the Field Services Manager

Time and Attendance

  • Track and document time and attendance on the calendar as per protocol
  • Support Field Services Manager to ensure staff timesheets are filled out correctly and accurately
  • Submit to the Field Services Manager

Programming

  • Oversees functionality and operations of all service stations in the Winnebago to ensure a high quality of service provision
  • Service stations include:
  • Food and beverage
  • Syringe Access and Supply Distribution
  • Public injection diversion
  • Clinical care
  • Ensure participants flow through the space safely and efficiently

Documentation of Program Activities and Reporting

  • Ensure Winnebago Policies and Procedures are followed at all time; update shift staff on changes to policies
  • Work with staff to ensure data is being accurately and thoroughly documented in the SND app
  • Complete Shift Kick Off Meeting agendas and sign ins; complete proper documentation to meet contractual obligations
  • Respond to emails thoroughly and promptly
  • Communicate effectively and with a “solutions focused” approach with Site Supervisors at shift and document program progress in Pre-Weekend Sign Out Emails
  • Complete monthly and quarterly reports for funders as assigned by the Field Services Manager

Operations and Supplies

  • Prepare, set up and dismantle program site: tents, heaters, tables, and other program materials.
  • Maintain stock of program and cleaning supplies at all times
  • Order supplies from the Distribution Manager as needed and according to protocol
  • Work with Field Services Manager to ensure supplies are meeting demand
  • Ensure Winnebago is kept clean and organized
  • Ensure staff are constantly cleaning the Winnebago and street outside of the Winnebago; the Winnebago and street outside should be kept clean and tidy at all times
  • Complete weekly deep clean of the Winnebago
  • Make sure that all the equipment and utilities in the Winnebago are correctly functioning at all time
  • Work with the Fleet and Facilities, Operations, and IT Departments to ensure maintenance and repairs in the DIC are completed in a timely manner
  • Act as an Ambassador to the Program at all time; liaise with community members, NYPD, partners etc. who may drop by the Winnebago professionally, warmly, and while following protocol

Security and Safety

  • Ensure safety for participants and staff in the Winnebago
  • Manage flow of participants safely and efficiently through the program space and adhere to space capacity limits
  • Assist Winnebago staff in intervening in overdoses and monitoring participants after an overdose takes place
  • Report critical incidents to Field Services Manager
  • De-escalate conflicts, provide opportunities to correct, and ensure 24 hour suspensions are appropriately and consistently utilized
  • Provide coaching to staff in the moment and regularly on de-escalation and opportunities to correct
  • Work with Field Services Manager to determine suspensions as appropriate
  • Liaise with EMS, FDNY, and NYDP as necessary and according to protocol
  • Perform other related task and responsibilities as assigned

Qualifications

  • The SS is someone with an active interest in harm reduction, syringe exchange, and/ or social justice as it pertains to individuals who use drugs or who engage in sex work.
  • Must be excited about building new programs, systems, policies, and providing capacity building to staff in a rapidly expanding organization.
  • 1+ years of experience supervising staff required.
  • Experience with de-escalaandon an conflict resolution an asset.
  • Lived experience in the areas of substance use, sex work, HIV and HCV prevention preferred.
  • Extensive knowledge and experience in the areas of safer injection techniques and overdose prevention, HCV prevention and treatment a must.  Knowledge of the Bronx IDU/ substance use communities preferred.
  • Must be dedicated to advancing an agenda of equal rights and social justice for low-income people who use drugs, especially women of color through activism and political participation.
  • Must be committed to advancing an anti-racist, anti-sexist, anti-homophobic agenda.
  • Must be an organized, self-motivated team-player, with strong interpersonal and communication skills, basic computer skills, and the ability and willingness to be hands-on and solve problems as they arise.
  • Must be committed to the principles of Harm Reduction and to working with low-income people who use drugs and who are sex workers.
  • Bilingual (Spanish) highly preferred.
