Sam Rivera is the Executive Director of OnPoint NYC and a nationally recognized leader in harm reduction, public health, and social justice. With more than three decades of experience in social services, Sam’s work centers on criminal legal system reform, reentry, HIV/AIDS, overdose prevention, mental health, and recovery.

An Indigenous Afro-Taino/Boricua, Sam has dedicated his career to addressing the harms of the War on Drugs and dismantling systems rooted in racism, structural inequality, and mass incarceration. In 2021, he led the historic opening of the first two sanctioned Overdose Prevention Centers in the United States, helping establish OnPoint NYC as a national model for community-driven, lifesaving care.

Sam is a sought-after speaker and thought leader whose work has been featured by major media outlets including CNN, NPR, ABC, FOX, The New York Times, and The New Yorker. He is also a co-author of several peer-reviewed publications advancing the field of harm reduction. In 2023, TIME magazine named Sam one of the 100 Most Influential People in the World, recognizing his profound impact at the intersection of public health and social equity.

Dr. Brent Gibson is the Senior Director of Information, Research, and Evaluation at OnPoint NYC.

Dr. Gibson joined OnPoint NYC in 2015 as a key member of the senior leadership team responsible for the collaborative development and implementation of the organization’s strategic vision. In his role, Dr. Gibson collaborates with government and academic scholars to conduct research and evaluation to improve the safety and well-being of individuals engaging in Harm Reduction services. He also oversees the Data and IT Departments.

Dr. Gibson earned his Ph.D. from the University of North Carolina at Greensboro in 2003.

Jason Beltre is the Director of Community Initiatives and Low-Threshold Services at OnPoint NYC.

Jason is a dedicated leader with a deep commitment to community wellness and empowerment, and currently works to orchestrate transformative strategies to address health disparities and promote holistic well-being. With a background entrenched in HIV advocacy since 2011, Jason has relentlessly pursued avenues to enhance public health outcomes and foster community resilience.

Jason's journey in community health began with a focus on case management, care coordination, outreach, and establishing Health Homes to bridge individuals to essential care services. His unwavering dedication and expertise led him to OnPoint NYC, where he initially took on the role of Care Coordination Manager. In this capacity, he spearheaded HIV and Hepatitis C testing and treatment programs, revolutionizing access to vital healthcare services.

In 2021, Jason took on his current role as Director of Community Initiatives and Low-Threshold Services. Under his stewardship, OnPoint NYC witnessed the expansion of its Outreach and Public Safety Team into a fully-fledged department, amplifying the organization's reach and efficacy.

Adrian Feliciano is the Director of Supportive Services and Holistic Health at OnPoint NYC.

Adrian is a lifelong Bronx resident who started his career in social services in 2005. With over 15 years of experience in social services, Adrian is passionate about working with underserved individuals in the same communities he was born and raised in. Throughout his career, Adrian has worked throughout the Bronx and Northern Manhattan in various social service roles. He has worked at OnPoint NYC since 2018, progressing from Director of Harm Reduction Services at Washington Heights Corner Project (WHCP) to his current role as Director of Supportive Services and Holistic Health. 

In his spare time, Adrian enjoys being outdoors, camping, hiking, competitive sports, and raising his daughter Mya, which helps him maintain a balanced perspective in his work.

Adrian has a B.A. in Communication and Psychology from Marist College.

Pia Marcus is the Director of Overdose Prevention at OnPoint NYC.

Pia was born and raised in NYC and began working in Harm Reduction in 2015. She returned to the U.S. after two years in rural Rwanda to become a 2015-2016 Global Health Corps Fellow in Washington, D.C. where she worked as an Outreach Case Manager and Volunteer Coordinator at HIPS.

Pia joined OnPoint in 2016 as an Outreach Case Manager. In 2020, she became OnPoint NYC’s Director of Syringe Access and Program Innovation, playing both leadership and direct service roles in the launch and operation of the first two Overdose Prevention Centers in the United States. In 2024, Pia became the Director of Overdose Prevention, directing OPC services and all internal and external training related to overdose and drug-involved medical emergency intervention. Pia currently lives in Washington Heights, proudly serving the neighborhood her father and grandfather grew up in.

Susan Spratt is the Director of Medical Services at OnPoint NYC.

A committed healthcare professional, Susan develops medical strategies to expand access to essential health services for people who use drugs, engage in sex work, and other New Yorkers in need. She began her work in harm reduction as a volunteer at the Lower East Side Harm Reduction Center before joining OnPoint NYC in February 2020 as the Hepatitis C (HCV) Care Coordinator, connecting clients with medical treatment and resources.

Previously, she gained valuable experience in marketing and customer engagement, where she collaborated on expanding outreach channels and building strong client relationships. Now, with nearly five years at OnPoint NYC, Susan leads medical programs focusing on harm reduction and community-centered care. 

She holds a Bachelor’s degree in English - Drama and Theatre from McGill University and remains dedicated to creating safer, healthier communities in New York City.

Brittney Vargas-Estrella is a proud Bronxite and Boricua driven by a deep commitment to building equitable systems that uplift historically marginalized people, including individuals who use drugs, engage in sex work, experience homelessness, and/or have been impacted by the criminal-legal system.

As the Director of Operations at OnPoint NYC, Brittney drives operational excellence and strategic growth across multiple sites and a fleet of mobile vehicles, optimizing systems for efficiency and sustainability, and supporting the organization’s programs to ensure participants have access to comprehensive and compassionate care. Brittney oversees core operational infrastructure, including contract management and reporting, compliance, and organizational development, ensuring the organization operates with integrity, accountability, and alignment with its mission and funding requirements.

Brittney holds a B.A. in Psychology from Manhattan College, is currently pursuing an M.S. in Industrial/Organizational Psychology, and brings lived expertise to her leadership.

Yasmine Caicedo is an experienced program manager and community services leader with expertise in strengthening service delivery systems and implementing empathetic, trauma-informed, and participant-centered approaches. With more than five years of progressive experience across homeless services, supportive housing, and harm reduction, Yasmine specializes in operational oversight, staff development, crisis intervention, and building collaborative partnerships that enhance low-barrier care for high-needs populations.

Yasmine currently serves as the Associate Director of Low Threshold Services at OnPoint NYC, where she oversees the safe and effective operation of Washington Heights’ building-based low-threshold programs. In this role, she works to ensure that OnPoint’s Drop-In Centers continue to function as welcoming, supportive spaces for participants and as an integrated entry point into the organization’s broader continuum of care. Previously, she held leadership roles across supportive housing, safe haven, and shelter programs. As Assistant Program Director, she provided oversight to social services staff delivering care through a harm reduction–based approach, and as a Residential Aide Supervisor, she ensured participant safety and oversaw daily building operations.

Yasmine's work is driven by a genuine belief that everyone deserves access to care that is affirming, nonjudgmental, and grounded in respect and dignity. She brings deep care to the communities she serves, consistently prioritizing trust, safety, and accessibility. Yasmine holds a Bachelor’s degree in Psychology from Medgar Evers College and brings a mission-driven commitment to equity, dignity, and accessible services across all aspects of her work.

Samantha Corso is the Associate Director of Mental Health at OnPoint NYC. While finishing her studies, Samantha first learned of harm reduction during an on-campus Naloxone training conducted by the Washington Heights Corner Project staff. This experience inspired her to become a therapist, educator, and activist with a commitment to the ethical treatment of people who use drugs.

As Associate Director of Mental Health at OnPoint NYC, Samantha oversees low-threshold individual and group mental health counseling services. Her goals are to continue to reduce barriers to therapy and approach service delivery creatively.

Samantha is a Licensed Mental Health Counselor with a graduate degree in Counseling Psychology from Columbia University.

Aubrey Little has an extensive background in information technology, with a specialization in IT systems analysis and service management. With over a decade of experience across education, consulting, and corporate environments, Aubrey has led IT operations spanning network administration, cybersecurity, system integrations, and end-user support. 

As the Associate Director of Information and Technology, Aubrey brings a strategic, solutions-oriented approach to managing OnPoint NYC’s technology infrastructure, ensuring systems are secure, up-to-date, and aligned with mission-driven operational goals. His work includes developing relational databases, supporting web platforms, and translating technical concepts into accessible guidance for non-technical users.

Aubrey’s passion for technology stems from a deep belief that accessible, intuitive systems empower people to do their best work. Having witnessed firsthand the difference that technology access and literacy can make, and the struggles underprivileged communities face without it, he has always been driven to teach and empower others to use technology to enrich daily life. This philosophy aligns with OnPoint NYC’s mission of meeting people where they are and providing dignity-centered care without barriers. 

What drew Aubrey to OnPoint NYC was the organization’s commitment to enriching the community through harm reduction and safer drug use services, an approach grounded in love rather than punishment. He saw an opportunity to leverage technology not just as infrastructure, but as a tool for empowerment, helping staff and participants access the resources they need to heal. 

He holds an Associate Degree in Computer Science from Georgia State University and advanced certifications in IT Service Management, Software Development, and Process Improvement.

Brandon Muñoz currently serves as the Assistant Director of the Outreach and Public Safety Team at OnPoint NYC, where he leads initiatives that extend the organization’s harm reduction efforts into the broader community. For a decade, Brandon has built a distinguished career in harm reduction, working across various roles in organizations dedicated to public health and safety for people who use drugs. His tenure at OnPoint in particular began in 2019 when he joined our Outreach and Public Safety Team as a Field Services Manager.

Brandon’s passion for participant engagement and his commitment to meeting individuals where they are reflect the core principles of harm reduction. He specializes in creating safer public spaces and addressing the unique needs of marginalized populations, including people who use drugs, engage in sex work, or are unhoused.

Martha Ruiz is the Associate Director of Low Threshold Services at OnPoint NYC’s East Harlem location.

With nearly 30 years of experience in social services and a 26-year history at OnPoint NYC, Martha has dedicated her career to supporting marginalized communities, particularly people of color facing multiple disparities.

Martha brings lived experience and a participant-centered approach rooted in unconditional, non-judgmental support. She has extensive expertise in harm reduction, HIV/HCV prevention, and case management from her many leadership roles at OnPoint NYC.

Prior to her current role, Martha served as the Access to Care and Treatment Manager, where she supervised case managers, facilitated staff training, and collaborated with external organizations to expand client services. She also has experience as a Project Coordinator, Case Manager, and HIV/HCV Navigator.

Martha holds a B.A. from the College of New Rochelle.

Juan Cortez is the Associate Director of Holistic Services at OnPoint NYC. He oversees the organization’s provision of treatment and healing modalities that nurture the mind, body, and spirit. At OnPoint NYC, acupuncture, acupressure, aromatherapy, Reiki, and meditation are used to address trauma, stress, and anxiety, and are also used as a post-overdose healing intervention. He began his work in harm reduction more than 20 years ago as a peer outreach volunteer and later received training in acupuncture, became a case manager, and then a holistic health specialist, before stepping into his current role at OnPoint NYC.
 
Growing up in the South Bronx, Juan both witnessed and experienced firsthand the individual and collective harms associated with the war on drugs, as well as the hardships accompanying the systemic underinvestment in his community. He brings to his work a deep commitment to ending the war on drugs, dismantling the apparatus of mass incarceration, and providing services, education, support, healing, and love to people in need.
 
He has a massage therapy degree in Shiatsu from the Swedish Institute, certifications in Reiki instruction, Tai Chi and Qigong instruction, personal fitness training, and is a black belt in ITF Taekwondo. He is also a registered trainer with the National Acupuncture Detoxification Association and has trained thousands to be soldiers in the ongoing struggle for health justice in this country. Juan was recently awarded a Galaxy leadership fellowship, due to his many years of working in service of historically excluded communities.
Fernando Garcia is the Associate Director of Facilities and Fleet Operations at OnPoint NYC, where he oversees facilities management and fleet coordination, enabling programs to run in safe, well-maintained environments.
 
Fernando began his career in harm reduction in 2010 at NYHRE as a Case Manager, providing direct services to individuals impacted by substance use and systemic marginalization. His early work grounded him in participant-centered care and the practical realities of service delivery; an experience that continues to inform his operational leadership approach.
 
In 2023, Fernando stepped into the role of Facilities Manager at OnPoint NYC, drawing on his prior experience in facilities maintenance and blending that technical foundation with his deep knowledge of harm reduction service environments. This interdisciplinary perspective allowed him to strengthen and formalize building systems during a period of organizational growth. 
 
In 2025, he was promoted to Associate Director of Facilities and Fleet Operations, where he now leads strategic oversight of building operations, fleet logistics, and vendor management, ensuring that the organization’s physical infrastructure effectively supports its mission-driven work.
