Director of Low Threshold Services

Position Summary

OnPoint NYC is seeking a Director of Low Threshold Services with extensive experience developing and
operating low threshold drop-in style harm reduction programs and services for people who use substances and engage in sex work. This leadership position is responsible for the direction, operation, and expansion of low threshold services across the organization, specifically within the building-based programs in East Harlem and Washington Heights. The Director of Low Threshold Services is tasked with the oversight and management of OnPoint’s New York State DOH Syringe Exchange Program and New York City DOHMH Harm Reduction Service contracts.

Annual Salary: $95,000 – $100,000

Essential Functions
  • Directs the safe and effective operation of all low threshold programs and services across the agency in line with OnPoint NYC policies, procedures, and expansion goals.
    ● Maintains an exemplary standard of service delivery in all facets of low threshold program operations. Low threshold programs and services include drop-in centers, food and nutrition program, hygiene program (laundry and showers), respite, educational and health promotion group curricula, harm reduction supply distribution and education, low threshold volunteering and employment reentry program, as well as future low threshold programming such as the barber shop, hair salon and clothing store.
    ● Provides direct and regular documented supervision meetings with all direct reports; engages in appropriate progressive discipline in consult with Human Resources when indicated/required.
    ● Supervises, coordinates scheduling, leads team meetings, coordinates internal communication and decision making among team members.
    ● Lead debriefs of critical incidents in line with OnPoint protocols; documents appropriately and coordinates needed trainings and resources to support organizational learning, optimal program safety and operations.
    ● Directs the efforts to expand low threshold services to include the commercial kitchen, apiary, hygiene (shower and laundry), respite, barbershop and hair salon, and free clothing store; develops partnership networks to support expansion efforts; oversees program design and implementation; creates policies and procedures to support new programming.
  • Directs the effort to seek and secure funding for the development and integration of an onsite food and nutrition program in East Harlem that will serve culturally competent home cooked meals four times a day; research, develop and submit grant proposals; develop staffing including developing a leadership role to oversee all aspects of the food and nutrition program; oversee recruitment and hiring of staff.
    ● Works in collaboration with the Director of Operations to create a system for conveying meals to Washington Heights and Mobile Medical Unit from East Harlem; works in partnership with the Director of Community Initiatives and Impact to create a system for conveying meals and hydration options to the OPST vehicles on outreach.
    ● Participates in budget planning and manages low threshold supply budget in collaboration with Director of Overdose Prevention; closely monitors inventory of all program supplies to support reliable and consistent access; sources new vendors as needed.
    ● Collaborates with Senior Director of Information, Research and Evaluation and NYC DOHMH to oversee and improve electronic data collection systems across low threshold programs to ensure audit-worthy documentation and data collection; provides input and collaborates on improvements of electronic data collection; oversees staff training and capacity development on electronic data collection tools within the department.
    ● Serves and primary contact and individual responsible for OnPoint’s New York State DOH Syringe Exchange Program and New York City DOHMH Harm Reduction Services contracts; tracks deliverables and service targets to ensure all are met and completed to a satisfactory level and in a timely manner; coordinate and oversee the closeout and contract renewal process.
    ● Lead the production and submission process for monthly AIDS Institute SEP Reports in collaboration with the Program Coordinator and other Programmatic Directors.
    ● Lead the submission of monthly and quarterly deliverables and vouchers of the DOHMH HRS contract in collaboration with the Program Directors, Fleet and Facilities, Data, and Finance Departments.
  • Review all deliverable vouchers submitted by the Program Coordinator to ensure contract compliance
    ● Produces and oversees the production of audit worthy documentation and reports for internal
    use, government contracts, and private funders in collaboration with other directors and
    managers.
    ●Work with the other program directors and the Executive Director to produce and update all program policies and procedures to maintain relevance, fidelity to mission and efficacy of purpose.
    ● Leads, maintains and nurtures interagency collaboration between OnPoint NYC and emergency services (EMS, NYPD, FDNY) specifically as relates to OnPoint’s Low Threshold Services.
    ● Work closely with OnPoint’s other Program Directors to develop consistent administrative practices and operational standards, to ensure a coordinated programs and services system across sites.
    ● Collaborate with the Volunteer and Training Coordinator to develop and execute programmatic training for all direct and indirect reports.
 
Time and Attendance
  • Oversee calendar for time and attendance notices added by the Associate Directors, Volunteer
    Coordinator, Shift Supervisor; ensure calendar protocol is correct.
  • Find coverage if call outs impede service delivery i.e. Associate Director, Shift Supervisors
  • Ensure proper documentation of attendance by Supervisors on the calendar.
  • Review, edit, and approve timecards
  • Ensure PTO is entered correctly by staff in ADP.
  • Inform staff about PTO/sick time balances as necessary.
  • Serves as an ambassador and spokesperson for OnPoint NYC in line with OnPoint NYC media policy.
  • Ensure that the values and history of the organization are sustained through the growth and transformation of programs.
  • Perform other related tasks and responsibilities as assigned.
 
Qualifications
  • • 5+ years of experience in a leadership role in non-profit sector required.
  • 5+ years of experience managing personnel.
  • Must be excited about building new programs, systems, policies, and providing capacity building
    to staff in a rapidly expanding organization.
  • Strong professional writing skills required.
  • Strong interpersonal and communication skills, both verbal and written
  • Intermediate to advanced computer literacy skills required specifically Outlook, Google suite, Microsoft office, Canva.
  • Ability to work with multiple teams across all departments of the organization.
  • Ability to collaborate and engage with staff and external partners at all levels; must consistently exercise sound judgement.
  • Excellent presentation skills and public speaking experience required.
  • Demonstrated organizational skills required.
  • Lived experience in the areas of substance use, sex work, HIV and HCV prevention preferred.
  • Overdose intervention experience preferred.
  • Must be dedicated to advancing an agenda of equal rights and social justice for low income people
    who use drugs, especially women of color through activism and political participation.
  • Must be committed to advancing an anti racist, anti sexist, anti homophobic agenda.
  • A valid NYS driver’s license required.
  • Bilingual (Spanish) highly preferred.
